In February 2013 the EU Member States indicated that the EU, along with Japan, would propose the creation of an independent inquiry mechanism on crime against humanity in North Korea.
FIDH, as a member of the 'International Coalition to Stop Crimes against Humanity in North Korea' (ICNK) since its creation in September 2011, has taken part in regular advocacy towards international actors in order to obtain a commission of inquiry into these grave crimes. FIDH notably accompanied an ICNK delegation in June 2012 to relay this demand towards the European Union and its Member States, following the December 2012 report by the UN Special Rapporteur on the situation of human rights in the Democratic People's Republic of Korea, Marzuki Darusman, which reiterated a call for a mechanism of inquiry. FIDH welcomes the EU's support for FIDH and ICNK's calls for an inquiry mechanism into grave crimes in North Korea, and remains active in advocating for the establishment of this mechanism during the 22nd session of the UN Human Rights Council (HRC) in March 2013.
