No mention of threats or violence against employees of Plan El Salvador could be found among the documentary sources consulted by the Research Directorate.

In correspondence dated 22 January 2004, the Country Director of Plan El Salvador stated that neither he nor his colleagues are aware of any cases in which employees were the subject of threats or violence on account of their work for the organization. He further stated that

In general, our staff feel that working for an organization such as Plan actually provides better than average protection against random criminal acts such as assaults and robberies which are sadly common. All Plan-owned vehicles are clearly marked with our logo which is very well known (Plan has worked in the country since 1976!) and respected in this country and for the same reason we provisionally mark the occasional rental vehicle as well. In one unusual case we received outstanding cooperation from the authorities regarding the protection of a VIP visitor. Plan staff on-duty are always treated very courteously by police and other law enforcement agencies.

This said, however, outside of our normal working hours, many staff have been the victim of "normal" crime such as robberies while riding on public transportation, ATM and credit card fraud, etc., but this is in no way linked to their employment with Plan.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
