The following information was received by the Research Directorate from the Embassy of Turkey in Ottawa:

Conditions to be fulfilled by those wishing to acquire Turkish citizenship are depicted in the 6th and 7th articles of the Turkish Nationality Law (numbered 403) and the 10th and 11th articles of the Regulation on the Implementation of that Law.

In accordance with the 11th article of the Law, foreigners who live outside of Turkey and wish to acquire Turkish citizenship need to make their application through Turkish Consulates. Foreigners in Turkey are required to apply through Governorship offices in each city.

Applicants' files are then transferred to General Directorate of Birth and Citizenship Affairs of the Ministry of Interior. Pursuant to evaluation of the application, files that are deemed appropriate are submitted to the Prime Minister's Office. [The] Prime Minister's office then brings it to the approval of the Cabinet of Ministers.

As regards to ... residence permits, ... a foreigner wishing to acquire [a] residence permit, in Turkey, first needs to obtain an appropriate type of visa (work, study, residence, etc.) from the Turkish missions abroad.

In accordance with the general rules, provided that they hold an appropriate visa, residence permits are issued to all foreigners that enter Turkey, regardless of their nationality.

Residence permits of those who stay outside of Turkey more than six months without a valid reason are annulled. A person whose residence permission has been annulled needs to re-apply for an appropriate type of visa before coming to Turkey (13 Jan. 2003).
