Country Reports on Human Rights Practices for 1994, which is available in Regional Documentation Centres, states that "Church and state are separate in Tajikistan, and neither the law nor the Government place restrictions on religious worship" (1995, 988).
According to an 8 August 1994 Hebrew Immigrant Aid Society (HIAS) memorandum on Tajikistan, Dushanbe,
[f]amilies reported frequent distribution of anti-Semitic leaflets by the Islamic Party of Revival. Refusals of demands for money from criminal elements have resulted in vandalism and numerous robberies of Jewish households, particularly of those who are in the process of emigrating. The refugees considered the police either unable or unwilling to deal with the situation (4).
