The following information was obtained in a telephone interview on 22 February 1996 with an official at the Embassy of Mozambique in Washington, DC.
According to the official, the programme requiring public service by university students following graduation is not in effect, although the law has not been repealed. During the past 10 years university graduates have not been required to do public service. The official was unaware of any penalties for non-compliance when the programme was in effect, but employment may have been difficult to obtain because the state largely controlled the economy at that time.
