The Vienna-based International Helsinki Federation for Human Rights (IHF) Annual Report 1998 states that although freedom of conscience and religion is guaranteed in the Romanian constitution, the Jehovah's Witnesses remained an illegal organization in Romania in 1997 under the provisions of a law adopted by the Communists in 1948 (1998, 180).

No reports on actions taken by the Romanian authorities and other groups in addition to those mentioned in Country Reports 1998 to restrict the activities of the Jehovah's Witnesses in Romania could be found among the sources consulted by the Research Directorate.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
