The information that follows was provided by an officer at the Consulate of Cuba in Montreal during a 24 November 1998 telephone interview. This adds to the information on exit permits provided in previous Responses to Information Requests.
Cuban citizens born in Cuba must always travel into and out of Cuba with their Cuban passport. Naturalized Cuban citizens (those who acquired Cuban citizenship through marriage or otherwise) who also hold another citizenship can travel into and out of Cuba with their foreign (non-Cuban) passport. However, all permanent residents of Cuba, whether they have dual citizenship or hold only one non-Cuban citizenship, must show an exit permit when leaving the country, regardless of which passport they use.
