On 13 December 2000 an official at the Romanian Embassy in Ottawa stated that the treaty between Romania and Moldova which would allow dual citizenship between the two countries had not yet been signed, although it was initialled.

The initialling of the treaty was reported in the Moldovan press on 28 April 2000 (Infotag).

According to press reports, despite restrictions on dual nationality in Moldovan law, several hundred thousand Moldovans have become citizens of other countries in recent years, primarily Romania and Russia (TASS 24 Mar., 21 Nov. 2000; Basapress 26 May 2000).
