In 23 March 2001 correspondence, the director of the non-governmental organization Vietnamese in Germany, based in Dortmund, stated that he was able to obtain information on the UN Human Rights Association of the Vietnamese Students and Trainees in East Europe, which in German is the UN-Menschenrechtes Verein der vietnamesischen Studenten-Lehrlinge aus Osteuropa, from members of the Vietnamese community in northern Germany. The name of the group in Vietnamese is Hoi bao ve nhan quyen cua nhom hoc sinh-sinh vien Dong Au.

The group was established in mid-1996 and registered at the Cloppenburg District Court. The group had a membership of about 25 people, including Quoc Hoai Vu, who was the chairman, Thao (no last name provided), who was the secretary, and Lanh and Tien (no last names provided), who were responsible for the group's solidarity magazine called Doan Ket. The group had published 15 different issues of the magazine with a distribution of about 100 copies per issue. The director stated that the above-mentioned information is more than two years old.

Most of the members of the group were sent back to Vietnam or to another country. The group has generated very little activity in the last year and has not published any new issues of its magazine for some time.

Additional and/or corroborating information could not be found among the sources consulted by the Research Directorate.
