In its electronic application package for applicants in Pakistan applying for a Temporary Resident Visa (TRV) for Canada, Citizenship and Immigration Canada has included a Document Checklist [IMM 5484] (Canada 8 June 2015). According to the Document Checklist, a minor travelling alone or with one parent must include "custody documents or a letter of authorization from the other non-accompanying parent or a letter of authorization signed by both parents or legal guardians, if applicable" (Canada Dec. 2013). A copy of the Document Checklist for a TRV is attached to this Response.
