Konstantin Romodanovsky, head of the Russian Federal Migration Service (FMS)
The head of Russia's Federal Migration Service (FMS) has recommended instituting a new system for allowing citizens of the CIS to stay in Russia.
Konstantin Romodanovsky said a new rule should be implemented that allows CIS citizens temporarily in Russia to stay for up to 90 days but would require them to leave Russian territory for 90 days before they were eligible to return.
Romodanovksy pointed out that current legislation allows such people to return one day later.
Romodanovksy said the current system is contributing to the ability of employers to illegally hire migrant workers.
He also recommended stronger punishments for those using illegal migrant laborers for their businesses.
According to FMS figures, there are more than 11 million foreign nationals currently in Russia, with the largest groups from Ukraine, Uzbekistan, Tajikistan, and Kazakhstan.
