Specific information about the activities of Bosnian army colonel Zulfikar Alispaga-Zuka in the Bjelasnica Mountain area is currently unavailable to the DIRB. However, according to a Radio Bosnia-Hercegovina report carried in the BBC Summary of World Broadcasts of 2 March 1994, the Bosnian army and police brought criminal charges against 127 people, most of them members of the Bosnian army, among whom was Zulfikar Alispaga-Zuka.

Another Radio Bosnia-Hercegovina report refers to the Muslim warlord Zulfikar-Zuka and his special unit activities in the area north of Mostar (BBC Summary 6 Oct. 1993). A Croatian Radio Herceg-Bosna report mentions Zulfikar-Zuka unit operations on Mount Boksevica (BBC Summary 28 June 1993). A 27 July 1993 Reuters report refers to the Zulfikar-Zuka unit as the "Black Swans" unit, and states that it is "ultimately under Bosnian army command and is the crack Moslem force on Mount Igman."

For further information on the above-mentioned topic, please consult the attached media reports.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
