The following information was provided by a U.S.-based correspondent for Tempête des tropiques, a national newspaper published three times a week in Kinshasa, Zaire. The correspondent was granted asylum in the U.S. in 1994 and received the International Freedom of the Press Award from the National Press Club in Washington, DC.

The Bula-Bemba prison is situated on an island in the Atlantic Ocean facing the Bas-Zaire province. The prison is still in operation and is used to incarcerate dangerous and hardened common criminals, as well as political prisonners, including politicians and journalists.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
