The bimonthly bulletin of the Peace and Justice Service of Uruguay (SERPAJ-Uruguay), Carta SERPAJ, in its December 1993 issue reported on the election of a new coordinating body (referred to as Coordinación and Coordinación Nacional in the Spanish text) in an assembly that took place on 19 December 1993 (Dec. 1993, 2). The document states that members of the newly elected coordinating body serve a three-year term. The report identifies the elected coordinators as Ricardo Changala (a lawyer and member of SERPAJ's Civil and Political Rights Program), Fernando Willat (a high school teacher and member of the same program), and Mario Gramoso (re-elected to the post and a member of the Interior Program of SERPAJ) (ibid.).

According to a secretary of SERPAJ-Uruguay, the national coordinators of the organization in July 1994 and currently are Ricardo Changala, Mario Gramoso and Fernando Willat (2 Nov. 1994).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
