Do reports suggest that political groups target family members (including infants) of opponents, using kidnapping/extortion, etc. as a political tool? 3. Do reports suggest that returnees from abroad are targeted for extortion, kidnapping, etc? If so, do these appear to be opportunistic criminal acts, or based on some criteria such as political background, etc?
