Amnesty International has published reports which indicate that since the government of President Yoweri Museveni came to power, former Obote supporters, particularly members of the Northern Acholi and Langi tribes, have been detained or killed (New African, November 1989). The government has also reportedly mistreated people from the districts of Teso, Kumi, and Soroti in the eastern province (Ibid.).

  Africa Research Bulletin of February 1990 reported that among the forty-three army officers reportedly detained on charges of treason who appeared in court in January 1990, two were ex-President Obote's former army chief of staff, Brigadier Smith Opon Acak and a former army major, Olwol. The two were remanded in custody (Ibid).

President Museveni's armed forces have committed acts of aggression and murder of innocent civilians in the northern and eastern parts of Uganda, allegedly for aiding rebels. This issue is widely covered in the excerpts listed below.
