No additional information to that provided in Country Reports on Human Rights Practices for 2003 on the treatment of members of the Civic United Front (CUF) since October 2001 peace agreement could be found among the sources consulted by the Research Directorate.

Regarding the relationship between the CUF and the ruling Chama Cha Mapinduzi (CCM), an 8 March 2002 United Nations report said leaders of both political parties described the 21 October 2001 peace agreement between the CUF and the CCM as "an historic milestone in the management and resolution of conflicts, especially in Africa." The same report noted that "[both] party leaders expressed confidence and satisfaction at the pace and progress of the implementation of the agreement" (United Nations 8 Mar. 2002). However, four months later, referring to the same agreement, CUF chairman Ibrahim Lipumba, noted that "reform had been 'a little slow,' and called for renewed efforts to implement the agreement" (IRIN 24 July 2004).

Information on any particular activities of CUF members in Mtwara province could not be found among the sources consulted by the Research Directorate.
