In a telephone interview with the Research Directorate on 10 May 2010, an official at the Embassy of Brazil in Ottawa stated that a child born in Brazil qualifies for Brazilian citizenship even if his or her parents are not Brazilian citizens (Brazil 10 May 2010). The Official stated that a Brazilian birth certificate acts as proof of the right to Brazilian citizenship (ibid.). Citizenship Laws of the World similarly notes that a child born in Brazil qualifies for Brazilian citizenship "regardless of the nationality of the parents" (US Mar. 2001). According to the Official, there is an exception to this rule if the parents were in Brazil as diplomats (Brazil 10 May 2010).
