According to the chancellor of the Embassy of Sweden in Ottawa, if a convention refugee is still living in Sweden, renewal of an expired permanent residence certificate is easily obtained (18 June 1993). The chancellor also said that normally a certificate would be renewed before it expired, but if the refugee forgot or did not understand that the certificate had to be renewed, it would not be a problem to renew it (Ibid.).
The chancellor said that if the convention refugee was living outside Sweden when the permanent residence certificate expired, Swedish immigration officials would want to know why the refugee wished to renew it. The refugee would be required to reapply for a residency permit and to explain why he was not in Sweden. The chancellor stated that such cases would be dealt with on a case-by-case basis.
