During a 29 April 1998 telephone interview, the president of the Regroupement général des Sénégalais du Canada (RGSC), an association of Senegalese in Canada based in Montreal, indicated that the Ministry of National Education is responsible for international scholarships requests. The principal criteria for the determination of candidates are the candidate's academic performance and his income, and government priorities. For this last criterion, it is recognized that priority will be given to persons whose proposed fields of study are considered by the government to be vital for the country. The president of the RGSC stated that some of its members are students from the Diola ethnic group who were granted government scholarships to follow their studies in Canada. Corroborating information could be found among the sources consulted by the Research Directorate.
