A letter sent to the DIRB on 3 January 1996 by the embassy of the United States of America in Ottawa stated the following:
In general, a person who has a pending immigrant visa for the U.S. cannot obtain a temporary work permit at the same time. However, there are certain categories of temporary work status that allows a person to have an immigrant visa pending and still continue in his temporary work status.
This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
