After independence, the Eritrean People's Liberation Front (EPLF) reportedly "dumped 200,000 Ethiopians across the border into Tigrey" (Africa Research Bulletin 1-30 Apr. 1993, 10961). The government of Ethiopia did not retaliate but instead gave Eritreans the option of staying in Ethiopia or returning to Eritrea. It stipulated, however, that those Eritreans who opted to stay in Ethiopia would be treated as foreigners and would no longer be able to work for the Addis Ababa government (ibid.). For detailed information on the above-mentioned topic, please refer to the attached copies of the Constitution of Ethiopia and the 6 April 1992 Decree on Eritrean Citizenship.
