According to Mr. Tchebortarenko, an official at the Soviet embassy in Ottawa, an Iraqi married to a Soviet citizen is entitled to stay in the Soviet Union but is not automatically entitled to Soviet citizenship. In order to receive the latter, the Iraqi would have to apply to appropriate authorities within the USSR.
