In telephone interviews on 30 October and 20 November 1996, the president of the LDK's Canada branch in Toronto provided the following information. Membership in the Canada branch of the LDK is open to all former residents of Kosova and ethnic Albanians of all countries who are temporarily or permanently residing in Canada, as well as to all Canadian citizens. Albanian ethnicity is not a prerequisite for membership, and ethnic Albanians who wish to become members are not required to prove their Albanian ethnicity. The only membership requirements are the payment of the annual fees and the signing of a form indicating that the signatory accepts the LDK platform. Once these conditions are met, the individual is issued a membership card. Members are encouraged but not required to participate in the orgnaization's meetings and events.

The LDK's Canada branch obtains most of its information on the situation in Kosova by reading the Kosova Daily Report, a publication of the LDK-administered Kosova Information Centre in Pristina. A lesser amount of information is obtained by monitoring the internet.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
