Attached please find an unofficial translation of the texts of two amnesty decrees issued by the Iraqi Revolution(ary) Command Council in 1995 as provided by the Ottawa branch office of the United Nations High Commissioner for Refugees (UNHCR). The Revolutionary Command Council Resolution No. 64 of 30 July 1995 declares an amnesty for certain Iraqis who have been sentenced for political crimes. Decree No. 61 of 22 July 1995 provides for the release of certain other groups of Iraqi prisoners and declares an amnesty for certain deserters and draft-dodgers.
