According to a representative of the Consulate of Latvia in Ottawa, the Latvian government did not pass a new penal/criminal code after the collapse of the Soviet Union (25 Nov. 1993). Instead, the civil law of 1938 was re-enacted and will be updated to meet current requirements (Ibid.).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
