ECRI chides Russia, Moldova for lack of progress

In new reports, the European Commission against Racism and Intolerance has noted progress in Russia and Moldova but said "some issues continue to give rise to concern."

The commission – which is the Council of Europe's antiracism body – said that in Moldova a "considerable number" of people belonging to ethnic minorities do not have identity documents and that in several cases of violence with racist motivations, police failed to open investigations.

In Russia, the commission said "ultranationalist, racist, and neo-Nazi websites are rife on the Internet."

The commission welcomed Russia's legal efforts to combat ultranationalist groups but noted that "no independent body specialized in combating racism and racial discrimination has been set up."

The report on Russia also found that violations of labor regulations and the basic rights of migrants occur on a "massive scale."
