An official at the Embassy of the Republic of Italy in Ottawa stated that the Permesso di Soggiorno is a permit to stay in Italy but that the conditions of stay will vary depending on the circumstances of each individual, depending on whether the individual was admitted to Italy for purposes of work or education (17 July 1996). The official could not provide information on the rights and obligations conferred by the Permesso di Soggiorno, especially regarding access to education and health care. For information on the right to leave and return to Italy with a Permesso di Soggiorno, please refer to Responses to Information Requests ITA24531.E of 18 July 1996 and ITA18437.E of 31 October 1994.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
