An 18 June 1990 report indicates the existence of a newspaper by the name of "Puls of Tushino" (Official Kremlin News 18 June 1990).

Several reports since 1990 provide further details about Puls Tushina, which is named after Tushino, a district of Moscow.

It has recently been described as a "notorious anti-Semitic newspaper" (Monitor 13-20 Aug. 1993, 1). Other reports corroborate this statement (Current Digest 3 Nov. 1993; Moscow News 2 June 1993; Commentary May 1993; UCSJ Oct. 1991). The editor-in-chief of the paper is Valentin Stepankov and in mid-1993, its circulation was reported to be 40,000 (Commentary May 1993).

In 1993, Puls Tushina was under investigation by the Russian prosecutor's office and was subsequently charged under Article 74 of the Russian Federation Criminal Code for "incitement of inter-ethnic violence" (Monitor 13-20 Aug. 1993, 1; UCSJ 28 Sept. 1993, Moscow News 2 June 1993, TASS 19 Apr. 1993). The trial of the publication opened in early August and was disrupted by a crowd chanting anti-Semitic slogans (Monitor 13-20 Aug. 1993, 1; UCSJ 28 Sept. 1993). On 4 October 1993, one day after President Yeltsin declared a one-week state of emergency in Moscow, the Russian government suspended a number of political parties and publications, including Puls Tushina (RFE/RL 4-8 Oct. 1993, Current Digest 3 Nov. 1993; Official Kremlin News 5 Oct. 1993).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
