In a telephone interview with the DIRB, the Director General of Le Tour d'Abitibi stated that he has been dealing with the Uganda Cycling Association (UCA) for the past four years (22 Nov. 1996). Le Tour d'Abitibi, he further stated, has also invited the UCA to come to Canada and participate in the junior cycling race which takes place every July (ibid.). The Director General explained that due to financial constraints and visa restrictions, the UCA has never come to Canada although Le Tour d'Abitibi has offered to contribute $1500.00 towards transportation costs and to arrange room and board for the team for the duration of the event (ibid.).

An official of the UCA stated that the Katwe Cycling Association (KCA) is an active member organisation of the UCA (25 Nov. 1996). The official explained that the KCA was under new management and had recently moved so they could not be reached by telephone. (ibid.).

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
