According to an officer at the Office of International Migration of Citizenship and Immigration Canada in Ottawa, there is no special refugee program run by the Canadian embassy in Guatemala (18 Nov. 1995). There are, however, provisions allowing immigration officers at Canadian embassies (in Guatemala and elsewhere) some leeway in granting visas on humanitarian and compassionate grounds, which include a category for "oppressed persons" (ibid.). Details on the grounds, the circumstances in which these criteria may be applied by Canadian immigration officers or on the number of visas granted on these grounds in Guatemala were not available for public dissemination at the time this Response to Information Request was prepared.
