A research analyst at the RFE/RL Research Institute in Munich who specializes in Latvia has never encountered information on the requested topic (18 Nov. 1994).
Article 8 of the recently-passed Citizenship Law of the Republic of Latvia, which is available in your Regional Documentation Centre, states: "1. The Republic of Latvia does not extradite its citizens. 2. A Latvian citizen cannot be expelled from Latvia" (22 July 1994).
