During a 5 August 2003 telephone interview, a representative of the Consulate General of the Kingdom of Morocco in Montreal stated that a person can wear a headscarf when photographed for identification documents only if the face is clearly visible so that the person can be easily identified.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints.
