Des déclarations contradictoires ont été faites par le gouvernement turc relativement au conflit qui oppose Azeris et Arméniens en U.R.S.S.. Alors que le président Turgut Uzal affirmait ne pas vouloir s'ingérer dans les affaires internes de l'U.R.S.S., son ministre des Affaires étrangères, Mesut Yilmaz, a accusé les troupes soviétiques de violations des droits de la personne en Azerbaidjan [ Kévork Baghdhjian, "L'accusé accuse", Le Devoir. 24 février 1990.].
