Please find attached some recent articles that discuss the human rights situation in El Salvador and the compliance with the peace accord between the government and the guerrillas. Most of the attached articles can be found in the IRBDC's Indexed Media Review (IMR), available at your regional Documentation Centre.

The attached reports indicate that human rights violations and violence have continued since January 1992, albeit at a much smaller scale than during the armed conflict. A number of assassinations, particularly of trade unionists, have raised concern over the possible resurgence or continued activity of what has been described as "death squads." Also of concern has been the delay by the parties to the conflict in complying with some points and deadlines of the peace agreement, such as the creation of a new police force and demobilization of fighters. The problem of compliance, however, has been mostly overcome through the renegotiation of deadlines.

The most recent article attached, not yet included in the IMR, also discusses the problems regarding compliance with the peace agreement and violence taking place in El Salvador. Please refer to the attached reports and the IMR available at your Regional Documentation Centre for more detailed information. A copy of the fourth report of the United Nations Observer Mission in El Salvador (ONUSAL) is not currently available to the IRBDC.
