A representative of the Embassy of Qatar in Washington stated that these matters are only handled in Qatar, and added that residency permits or visas for foreign workers are only issued with an employer's sponsorship (qafil in Arabic) (23 June 1993).

According to a representative of Middle East watch in New York, only a small number of Iranians have been naturalized in Qatar (25 June 1993). The representative added that only highly skilled Iranian professionals who have resided in Qatar for a long period have any chance of being naturalized (Ibid.). They would have to be referred by the Ministry of the Interior to the Emir of Qatar, who can use extensive discretionary powers in the matter (Ibid.).
