Several sources state that José Luis Jones was the Secretary General of the Partido del Progresso de Guinea Equatorial (PPGE), a political opposition party formed in Spain in 1983 by Severo Moto Nsa (Political Handbook of the World: 1997 1997, 257; Political Parties of Africa and the Middleast 1993, 90; Revolutionary and Dissident Movements 1991, 83).

José Luis Jones, and Severo Moto returned to Equatorial Guinea in 1988. José Luis Jones was imprisoned in 1988 but he was released in 1989 after a presidential pardon and he returned to Spain (Political Handbook of the World: 1997 1997, 257), where, according to a researcher on Equatorial Guinea at Amnesty International in London, he died  "of natural causes three or four years ago" (3 June 1998).

Reports on the date and location of his death, and whether he continued to be actively involved in the party during 1990 could not be found among the sources consulted by the Research Directorate.  However, the researcher at Amnesty International stated that by 1994 José Luis Jones had ceased to be secretary seneral of the  PPGE.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
