The attached 5 April 1997 letter sent by E-Mail by a representative of the Egyptian Organization for Human Rights (EOHR) states that an individual exempted from military service receives a certificate "proving that he has been exempted from joining the army for the military service, and it indicates that such exclusion has been decided according to a specific ministerial decree by the Minister of Defense."
