For information on the subject, please find attached a copy of Mariages et régimes matrimoniaux étrangers, (Montreal: Editions Claude Ananou, 1986), pp. 135-137.

The Country Reports on Human Rights Practices for 1988, (Washington: U.S. Department of State, 1989), p. 1027, states that "In general, only those wishing to join a foreign citizen spouse, or, in the case of retired persons, foreign citizen children abroad, have this right."
