In telephone interviews with the Research Directorate, a representative from the Embassy of Guinea in Washington, DC and a representative of the Embassy of Guinea in Paris, France explained that a service passport is issued only to bureaucrats in the public service of the Republic of Guinea (19 July 2004; 12 July 2004). Both representatives indicated that bureaucrats had to be citizens in order to obtain such passports (Embassy of Guinea in Washington 19 July 2004; Embassy of Guinea in Paris 12 July 2004).

In an 8 July 2004 telephone interview, a representative at the Embassy of Guinea in Ottawa reported that he did not know of any situation in which a non-citizen could obtain a passport from the government of the Republic of Guinea (8 July 2004).
