According to a 21 August 1996 article in Bota Sot [Zurich, in Albanian], the Party for Democratic Action (PVD) is an Albanian party in Yugoslavia (Serbia), based in Presheve (Presevo), and also active in Bujanovc (Bujanovac) and Medvegje (Medveda). The article reports on a 20 August 1996 speech by PVD Chairman Riza Halimi to the Leading Council of the PVD on the occasion of the sixth anniversary of the founding of the party. According to Halimi, the PVD seeks to organize the Albanians in Presheve, Bujanovc and Medvegje and to "internationalize the issue of the Albanians." Halimi also associates the PVD with the demand for a referendum for political and territorial autonomy for Presheve, Bujanovc and Medvegje and for unity with Kosova. Please see the attached text of the article for more details.

On 30 August 1996 TVSH television in Tirana reported that the PVD had sent a delegation to the Democratic League of Kosova (LDK) in order to further cooperation between the two parties and to express the PVD's support for the policies of the Kosova leaders. The delegation was composed of PVD deputy chairman Hilmo Kondic and PVD executive council member Hesim Mustafa (ibid.).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
