Attached is a copy of Country Reports on Human Rights Practices for 1988, (Washington: U.S. Department of State, February 1989), pp. 942-943. The document, which is the latest available report dealing with the requested subjects, indicates that members and descendants of the Vietnamese community which fled Indochina in the 1940's, have tight restrictions on travel and other opportunities. The document also reports that members of this community cannot become Thai citizens and have had difficulties in integrating into Thai society, although the younger members of the Vietnamese community in Thailand have had some degree of success in establishing themselves in the society.
