For information on whether an Ethiopian-born ethnic Ogadeni refugee to Somalia in 1977 has the right to return to Ethiopia today and on whether the Ethiopian Citizenship Law is distinct from the Ethiopian Nationality Law, please refer to the attached document received from the Embassy of the Federal Democratic Republic of Ethiopia in Ottawa (20 Dec. 1996).

In a telephone interview with the DIRB, an official of the embassy stated that the government of Ethiopia does not distinguish between the citizenship and the nationality law, "the two are interchangeable," he states (ibid.).

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
