According to a Tajikistan-based legal officer at the International Organization for Migration (IOM), the leading international organization on migration issues (IOM n.d), and a staff attorney of the Central European and Eurasian Law Initiative (CEELI) in Tajikistan, a "public service project of the American Bar Association (ABA) [which] advances the rule of law by supporting the law reform process" (CEELI n.d.), a Tajik citizen located abroad may not obtain a new passport using power of attorney (IOM 2 Feb. 2006; CEELI 15 Feb. 2006). The IOM legal officer explained that Tajik citizens must personally apply for and receive a new passport at the Tajik embassy or consulate closest to where they are located, even if it is in another country (IOM 2 Feb. 2006). The CEELI staff attorney added that in applying for a new Tajik passport from abroad, a Tajik citizen must submit proof of legal residence in the country where they are located (CEELI 15 Feb. 2006).
