The information that follows was provided during a 17 January 2003 telephone interview with a consular officer at the Embassy of Georgia in Washington, DC, which serves Canada, Mexico and the United States.

A citizen of Georgia who has lost his or her passport in Canada can obtain a new passport through the Consulate of Georgia located at the Embassy of Georgia in Washington, DC. The person needs to submit to the consulate four completed application forms, which can be found and printed from the Website of the embassy at , include a US$60 money order, passport-size photographs and a copy of their Georgian personal ID. A telephone number and address at which the applicant can be contacted must also be included.

When the consulate receives the required documents and information, the application is forwarded to Georgia, where the information is reviewed and the issuance of a new passport is authorized. The entire process—from initial receipt of application to issuing of passport by the consulate in Washington, DC—takes approximately three months. The applicant is contacted by the consulate when the passport is ready to be signed and issued.

A possible problem in the process is the fact that the applicant must sign the passport in front of an authorized consular officer; this means that the applicant must approach, in person, the consulate in Washington, DC, to sign and receive the passport. An incomplete passport (i.e., one without a signature or photograph) cannot be released to an applicant, be it by mail or in person, at the consulate. The honourary consul of Georgia in Toronto is not authorized to issue Georgian passports, so Georgian passports cannot be legally obtained in Canada.

No information on exceptions or variations to the above process that could have been in place in 1998 was available from the source at the time of the interview.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
