In a 26 March 2003 telephone interview, a call centre agent from Citizenship and Immigration Canada stated that a third party may represent the applicant during the visa application process and may receive the CVV on the applicant's behalf. However the applicant will still have to appear at the visa office during the application process to file the application and to attend an interview (Canada 26 Mar. 2003).
