Chile: incorporating human rights into all aspects of police training

The Chilean police force and the International Committee of the Red Cross (ICRC) today signed an agreement to step up the incorporation of international human rights law and humanitarian principles into the police force's doctrine, teaching and training.
"The process that we are kick-starting today demonstrates the police's commitment to human rights," said Felipe Donoso, head of the ICRC regional delegation for Argentina, Brazil, Chile, Paraguay and Uruguay. "It also promotes better police conduct, especially in situations involving the use of force."
The agreement signed by the director-general of the Chilean police force, Gustavo Adolfo González Jure, and by the ICRC will take effect for a two-year period. The ICRC will contribute to educating police trainers in international human rights law and humanitarian principles as applied to police operations. Both theory and practice will be covered. In addition, the ICRC will help assess and revise police training and specialization courses and teaching materials to bring them into line with these laws and principles.
The ICRC has been carrying out similar initiatives with police forces in other Latin American countries since 1998, including Brazil, Mexico, Panama, Venezuela, Colombia, Ecuador, Peru, Bolivia and Paraguay.
The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
