Iraqi Prime Minister Haidar al-Abadi has ordered security forces to arrest anyone breaking the law in the city of Tikrit, 140 kilometers north of Baghdad.
The Iraqi army and police, supported by mainly Shi'ite militia, captured Saddam Hussein's hometown on April 1 after a monthlong battle against Islamic State (IS) fighters.
Cases of looting from homes and businesses were reported following the military victory.
The prime minister's office said on April 3 that Abadi "calls on the forces in Tikrit to arrest any person who performs such acts and to preserve the belongings and facilities in Salahuddin Province."
Abadi said enforcement of the law was essential in order to "bring life back to the province as well as returning families" to the city, which IS militants captured in June 2014.
