WFP’s Assistance to Refugees in Jordan

Retargeting & Prioritization Exercise 2021

WHAT DOES RE-TARGETING AND PRIORITIZATION MEAN?

  1. WFP assists households (HHs) identified as the most vulnerable and food insecure through the general food assistance (GFA) program. WFP selects the most vulnerable households for its assistance in the communities based on a vulnerability model defined by WFP such as: gender, age, and education of the head of household, case size, disability in the case, number of dependents, and protection considerations.
  2. Based on this model, WFP classifies each refugee household in the communities based on its vulnerability in terms of food insecurity. This allows WFP to direct assistance to the refugee households who are most vulnerable. This exercise is called re-targeting.
  3. Prioritization means directing the assistance to those in most needs, and as funding availability allows. Therefore, Households categorized as most vulnerable in the communities will continue receiving assistance, while households categorized as least vulnerable in the communities will be removed from assistance. There might be situations where people in need may not receive assistance, and this would be at times of sever funding shortage

WHY IS WFP CONDUCTING A RE-TARGETING EXERCISE AND WHAT IS THE NEW CHANGES?

  1. WFP has conducted the re-targeting in the communities in June 2021 to ensure its assistance reaches the most vulnerable refugees in Jordan and hence donor funds are used as responsibly as possible. Such re-targeting needs to be done on a regular basis to ensure assistance reached those who are in most critical needs.
  2. Unfortunately, WFP Jordan does not have the necessary funds to cover all the refugees in need of food assistance. Therefore, the assistance will be prioritized for the most vulnerable in the communities and depending on the available funds. And the following measures will take place starting from October 2021:
    • Refugee families categorized as the most vulnerable, who receive assistance at a value of JOD23 per person per month in the communities will continue receiving the assistance on the same level, provided funding is available.
    • Refugee families categorized as moderately vulnerable, are entitled to JOD15 per person per month in the communities, will no longer receive assistance starting from October 2021 due lack of funding.
    • Refugee families categorized as least vulnerable in the communities as a result of the new targeting model, are no longer receiving WFP assistance since July 2021.

WHEN AND HOW WILL I BE INFORMED ABOUT THE CHANGE, IF ANY?

  1. All refugees are notified of any change in the targeting and prioritization status via SMS from (WFP) one month prior to any implementation.
  2. This short grace period (1 month) is due to funding shortages that have impacted our ability to provide food assistance at the same levels we have before.
  3. In order to remain up to date on any changes to your assistance, please make sure to update your phone number and any other information relating to your status with UNHCR (06-4008000).

WHEN THE CHANGE WILL BE IMPLEMENTED?

  1. WFP did the re-targeting exercise in the communities and implemented the assistance levels based on the new model for all families in July 2021.

However, WFP will be cutting the assistance for all families classified as moderately vulnerable who are currently receiving 15JD in the communities starting from October 2021 due to the lack of funding and the status will be reviewed again for inclusion as new funding becomes available.

WHAT SHOULD I DO IF I DID NOT RECEIVE ANY SMS FROM WFP?

  1. If you did not receive the SMS, that means we do not have your phone number.
  2. You need to update your phone number with UNHCR (06-4008000).
  3. It is very important to keep your phone number updated with UNHCR and WFP at all times to ensure that you remain up to date on future changes in your assistance.

WHY AM I NO LONGER ELIGIBLE FOR WFP ASSISTANCE?

  1. If your household has been informed in June 2021 that WFP’s assistance will be suspended, it means that during the re-targeting process your household was categorized as least vulnerable and therefore was removed from assistance in July 2021.
  2. If your household has been informed in August 2021 that WFP assistance will be suspended, it means that your family was found to be moderately vulnerable but cannot be assisted due to funding shortages. and therefore, you will be removed from assistance in October 2021.
  3. WFP recognizes that this will be difficult for many families. However, given WFP has limited funding, it has to conduct a regular review in the communities of those who receive assistance to ensure the assistance goes to the most vulnerable families based on need, and as funding situation allows.

DOES A REMOVAL FROM WFP ASSISTANCE AFFECT ASSISTANCE PROVIDED BY OTHER ORGANIZATIONS OR THE REGISTRATION STATUS?

No. cutting WFP food assistance at all, is not connected in any way to services provided by other humanitarian organizations or registration status, Other organizations have their own programmes, criteria and funding for providing assistance.

WHAT DO I DO WITH MY E-CARD IF I AM NO LONGER RECEIVING WFP ASSISTANCE?

  1. You should keep your e-cards in a safe place in case your household is re-enrolled in the assistance programme in the future, or your appeal is successful.
  2. In addition, the card may be used by other organizations to provide assistance according to their programme eligibility criteria.

IN CASE I WAS REMOVED FROM ASSISTANCE BUT I HAVE APPLIED FOR A REPLACEMENT E-CARD OR PIN CODE, WILL MY REQUEST BE CANCELED? WHAT WILL HAPPEN TO MY CARD OR ANY UNSPENT BALANCE IN OCTOBER WHEN THE ASSISTANCE IS STOPPED?

  1. Your card will not be blocked, and balance will not be scooped back during October. You can withdraw your previous entitlements until end of December 2021.
  2. If you were removed from the assistance and lost your card or pin code, you can apply for a replacement requests as per regular process during the month of September and October only.
  3. If you were removed from the assistance and lost your card or pin code after the month of October, WFP will NOT be able to replace any of them after October and the request will be cancelled.

HOW CAN I APPEAL TO WFP?

The appeal window was open from 1st of June till 31st of August in light of the retargeting process. Yet, Unfortunately, WFP will not open a window for appeal currently as WFP Jordan does not have the necessary funds to cover all the refugees in need of food assistance. Therefore, the assistance will be suspended due to the lack of funding and will be prioritized for the most vulnerable and depending on the available funds.

I HAVE SUBMITTED AN APPEAL BUT I DIDN’T GET ANY RESULT?

  1. WFP still reviewing all submitted appeals and will be announcing results after the review and based on the level of vulnerability of the appealing case, and also subject to funding availability.
  2. There is no guarantee that your household eligibility to our assistance will change after the appeal. WFP will contact you through SMS to inform you of the result of the appeal.

VULNERABILITIES HAVE INCREASED AFTER COVID AND THIS IS NOT THE TIME FOR RETARGETING AND PRIORITIZATION?

WFP understands the challenging impact of COVID on economy and the level of vulnerabilities among Jordanians and refugees. However, in such difficult times we remain accountable to deliver assistance to those with highest needs; a targeted approach in delivering assistance to the families most in need is therefore the right approach in such circumstances.

  1. WFP is receiving very high number of calls, and for those who cannot reach us, you may either call our partners’ hotlines or call us at a later time and you can also visit our Facebook page, send a message and you be answered in the next day.
  2. Usually the lines are more busy during the first week of the month. So you may try later to reach us in case your call did not get through earlier.
