Primary, secondary and some tertiary health care services are available to all registered refugees from all nationalities at the non-insured Jordanian rate at public health centres and Governmental hospitals
Governmental health services are available through public healthcare centres and Governmental hospitals that cover all Governorates. Thus, you can identify services near your location by asking your neighbours. There are no Governmental hospitals in the Governorate of Aqaba. However, you can access emergency lifesaving hospital admissions in the Royal Medical Services hospital, Prince Hashem Hospital in Aqaba.
Patients must present a valid UNHCR Asylum Seeker Certificate (for all refugees) and the service card issued by the Ministry of Interior (for Syrian refugees only) in order to receive services at the non-insured Jordanian rate. Note that if the UNHCR Asylum Seeker Certificate is expired, the refugee will have to pay for the service provided at the unified rate.
UNHCR supported health services are available for free for all vulnerable refugees. The vulnerability level is defined based on the home visit, which is per UNHCR vulnerability assessment framework (VAF). To check if you are eligible to receive healthcare services supported by UNHCR, please contact the nearest Caritas clinic or call the UNHCR Helpline on 064008000.
UNHCR will be able to cover the cost of treatment for patients through Caritas clinics if the patient cannot get the non-insured Jordanian rate for the treatment needed at public health centres and Governmental hospitals (for invalid UNHCR Asylum Seeker Certificate that has expired within less than a month or invalid service card for Syrian refugees) on exceptional basis defined by UNHCR.
Very important note: UNHCR strongly recommends keeping your documents (UNHCR Asylum Seeker/Refugee Certificate and MOI card) up-to-date in order to benefit from health services at subsidized rates provided by Ministry of Health facilities.
Primary healthcase services
Primary healthcare services are available to all registered refugees from all nationalities at the non-insured Jordanian rate at public health centres and Governmental hospitals if they present a valid UNHCR Asylum Seeker Certificate and the service card issued by the Ministry of Interior (for Syrian refugees only).
Primary healthcare services are available in UNHCR supported clinics that can be accessed based on UNHCR eligibility criteria.
Preventive Maternal and Child Health care services, family planning, infant and child feeding programmes in addition to routine vaccination services are available free of charge for all refugees from all nationalities, with a valid Asylum Seeker Certificate (for all nationalities) and the service card issued by the Ministry of Interior (for Syrian refugees only) in Maternal and Child Health centres of the Ministry of Health.
Pregnancy and delivery services
Delivery services are available at the non-insured Jordanian rate in all governmental hospitals for refugees of all nationalities holding a valid UNHCR Asylum Seeker Certificate (for all nationalities) and service card issued by the Ministry of Interior (for Syrian refugees only).
Pregnant women whose UNHCR Asylum Seeker Certificate will expire before the expected delivery date are kindly requested to contact UNHCR Registration Centre to arrange for the registration renewal (currently remotely), in order to get the non-insured Jordanian rate.
Pregnant women in need for delivery should go directly to the nearest Ministry of Health Hospital and informing International Medical Corps “IMC” Focal point at the hospital or the nearest Caritas clinic within 48 hours of admission. The coverage through cash for health is based on the level of vulnerability.
Emergency healthcare
Emergency services are available at the non-insured Jordanian rate in all governmental hospitals for Refugees from all nationalities holding a valid UNHCR registration and MOI card (For Syrians only). If you or any of your family members have a medical emergency which necessitate urgent admission to a public hospital, please inform International Medical Corps “IMC” focal point at the hospital or the nearest Caritas clinic within 48 hours of admission and you will be supported to cover the admission through cash for health based on the vulnerability criteria.
In case of an emergency in Aqaba – including delivery – you can access Royal Medical Service Hospitals as they are the only available hospital services there.
As for Al-Tafila Governorate, kindly note that emergency health care services there and in Al-Hasa region are now directly obtained from Al Tafila Governmental Hospital, which is located in Al Tafila Governorate. If you or a family member has an emergency health condition that requires immediate admission to a governmental hospital, you must inform the Caritas Help Desk within 48 hours of admission by calling Caritas hotline on 0776736487 and sending all required documents. UNHCR will cover the costs of emergency admissions for the eligible refugees through Cash for Health Assistances.
Starting from October 1, 2022, UNHCR will not be able to cover treatment costs in case of admission to any other hospitals.
If you choose yourself to go to a private hospital without previous arrangement with our partners, unfortunately UNHCR will not be able to cover the cost.
In cases requiring non-urgent hospital services, you must visit Public Health Centres and follow normal referral procedure.

Tertiary healthcare services (for Registered Refugees)
Treatment for costly tertiary care requires pre-approval from UNHCR’s Exceptional Care Committee (ECC). All applications to ECC must be done through one of the Caritas clinics. They will inform you of the result once the committee has reviewed your medical records.
Also, note that the approval is valid for only one month. Make sure you remain reachable during this month. The ECC decisions can either be approved, pending or denied. Pending means that the case needs more investigations to confirm decision. There is no need to submit your medical reports to UNHCR. UNHCR can only receive the medical reports through partners clinics.
There are some surgeries and medications that are not covered by UNHCR such as organ transplant surgeries, cosmetic surgeries and very expensive operations or brand medications that have a local alternative/biological treatment.
Blood Transfusion at Ministry of Health Hospitals is free of charge for Patient’s with Thalassemia in need for frequent blood transfusion.
Mental health services
Mental health services are provided for refugees from all nationalities through the International Medical Corps (IMC) clinics listed below (see next page).
Advanced Mental Health Services offered by The National center for Mental Health are accessible at the non-insured Jordanian rate for refugees holding a valid UNHCR registration and MOI card (For Syrians only), in case of unavailability please contact Caritas Clinics for further information’s.
The International Medical Corps launched an electronic application called Relax to expand mental health services during the COVID-19 pandemic.
The Relax application was developed to provide three core services:
- Awareness: The app includes advice on how to cope with stressors during the pandemic, as well as information on common mental and neurological substance disorders and how to protect against COVID-19.
- Access: The app improves access to Mental Health and Psychosocial Support Services (MHPSS) by helping vulnerable people overcome difficulties in accessing services, such as stigma and physical and financial barriers. The app provides contact information about and maps for all of our MHPSS clinics, as well as the number for a support hotline. It also includes a function that lets users make anonymous calls via the application. Mental health professionals including psychiatrists, psychotherapists, counselors and case managers are available in MH clinics to provide comprehensive services and operators trained on MH are available around the clock to answer inquiries and link people with the nearest Ministry of Health clinics where MHPSS services are available.
- Training: The app provides specialized and non-specialized healthcare providers with training to strengthen their ability to provide more accessible MHPSS services to refugee communities and others throughout Jordan. Relax is designed to alleviate the shortage of highly specialized mental health staff in the country by delivering live or pre-recorded video and audio training. The app also includes a World Health Organization course on early mental health detection and intervention.
Many features and resources are available on the app, such as relaxing music and materials on common mental health disorders and COVID-19 specific information. Using the app, International Medical Corps has provided a range of trainings for non-specialist staff about the Mental Health Gap Action Program Intervention Guide (mhGAP-IG), which equips primary healthcare workers with the knowledge and skills they need to detect and manage clinical mental, neurological and substance-use disorders. We also have provided Mental Health Case Management (MHCM) and early detection and intervention training, enabling them to initiate proper cases management processes and referral if needed.
The Relax app is only for Jordan and is available to download on iPhone through the Apple store and on Android through the Google Play store.
Nutrition support services
Infant and Young Child feeding programmes and management of acute malnutrition for children under five, and pregnant and lactating working is available free of charge, regardless the level of vulnerability through all Caritas clinics supported by UNHCR.
Vaccinations
The routine vaccination services are available free of charge at any Ministry of Health public health centre. Please call UNHCR Helpline if you went to a public health centre and your children did not receive the relevant vaccinations.
